Moa Point Investigation Report
The Moa Point Investigation Report is an independent technical investigation into the flooding event at the Moa Point Wastewater Treatment Plant on 4 February 2026. It was prepared for Wellington Water by AECOM, a leading water infrastructure consultancy. The report focuses on the technical aspects of the event and the factors that contributed to it.

Crown Review Final Report
The failure of the Moa Point Plant on 4 February 2026 was one of the most significant infrastructure incidents experienced in Wellington in recent decades. Its consequences were immediate and far-reaching, affecting environmental outcomes, public confidence, essential service delivery, and the operation of a critical public asset.
The Crown Review Team was appointed to examine the governance, oversight, asset management, funding, contractual arrangements, and operational factors that may have contributed to the event. Our purpose was not to determine legal liability or undertake a technical fault investigation, but to identify the systemic lessons that must inform the future management of wastewater infrastructure across the Wellington region.
Hydraulic report
Wellington Water Limited (Wellington Water) engaged Stantec to develop a steady state single phase
hydraulic model of the effluent pipelines, bypass system, and ocean outfall with the intention of
understanding how the bypass system could be operated during the recovery phase and to understand
the hydraulic constraints on the system once the treatment process was brought back online whilst the
UV Disinfection system upgrades are progressing.
Damage Assessment Report
A Beca multi-disciplinary team (mechanical and electrical/controls) undertook an assessment of the Moa St
WWTP on 20, 21 and 23 February 2026, in order to assess damage to assets after the plant was flooded on 4
February 2026.
The Beca team was provided with a full list of assets for the site via Veolia, the treatment plant operator/maintainer. Veolia nominated the assets thatwere likely affected by the flooding to be those in the following areas:
- Odour control room
- Primary sludge pumps technical gallery and mezzanine floor area
- Sludge transport pumps chamber
- Service gallery
- Blower room
- Switchboard room
- UV room (note that the UV room was initially restricted to access, however became available during
the site inspection phase, and was included in the assessment).
